Early release upgrade notifications

We've had several reports from Kubuntu 12.10 users of them being notified a new
release is available and having the upgrade to 13.04 offerred to them. It
seems quite intermittent as only a small fraction of users seem to have the
problems.
Kubuntu uses the same MetaReleaseCore from python3-update-manager as is used
in Ubuntu, so I don't believe that whatever is behind this issue is Kubuntu
unique. Has anyone else seen this? Suggestions on how to trouble shoot it?

For what it is worth I'm running a fresh install of Kubuntu on an Intel
based laptop with EFI. Interestingly I'm also running Kubuntu on a couple
of desktops based on AMD-64 processors and standard BIOS and I have *not*
been offered the upgrade. The 2 files you requested appear identical on the
desktop machines with those on the laptop.
If any other information would help, please just ask.
