Ubuntu 13.10 should be upgraded to LTS status

Microsoft releases security updates on a monthly schedule; in the month
or so between XP's end-of-life and 14.04 LTS's start of life, things
are unlikely to change for the average XP user anyway -- it'll be a lot
like the preceeding month. :) Waiting a week or two for 14.04 LTS release
is likely also a suitable answer for XP users.
