To do that properly requires the package namespace be unused through an 
upgrade cycle.  Since LTS to LTS upgrades are supported, that means that if an 
app developer package was added to 12.04, the soonest it could be reused 
appropriately for another package in a git-core -> git scenario is in 14.10.

If they are, in fact, the same package then it's not an issue, but if it's two 
different packages fighting over the same name as in the case of git, it's not 
trivially resolvable.
