raring uploads redirected to raring-proposed by default

There is an unfortunate side effect of this that you get something like:

syncpackage: Source pysubnettree -> raring/Proposed: not in Ubuntu, new 
version 0.19-2

Since the package doesn't exist in raring-proposed, the current syncpackage 
thinks it's new and includes the entire debian/changelog.
