dh_python2 and /usr/share/pyshared in quantal

My hope (as one of the Python policy authors) is to eventually divorce the 
policy from any implementation specifics.  To the extent implementation specific 
details of pysupport or pycentral are mentioned, I consider them historical 
warts to be gotten rid of as soon as we can.
