That's correct, although not only for this reason. Regardless of what
dpkg's Pre-Depends says, Priority and Section fields in packages only
make any difference at all on the initial upload, and otherwise are
overridden by archive administrators; so there's never any point in
keeping Ubuntu deltas for those fields. (Furthermore, the base section
doesn't exist any more anyway, as a quick 'grep-aptavail -XFSection
base' will reveal.)
