This was a public upload that was sent to a mailing list monitored by
Ubuntu developers that resulted in a license violation.  The reason I
sent it to the list was 2 fold.  First, that others should be aware of
such things (i.e. possible license violations, although it was Colin who
actually spelled that out properly).  Second, that I was sure that I
wasn't going to be the only one to raise an eyebrow about this.  In
order to keep everyone on the same page, I moved the discussion to the
ubuntu-devel list.  This has been done before.  This is not about
pointing fingers, but about raising awareness and getting things fixed. 
We all make mistakes.  Sometimes, one person's error can be a learning
lesson for everyone.  I certainly hope no one is looking down on Nicolas
for this, I certainly am not.  In fact, it's because Nicolas did
something right, that this was able to be caught at all.  He included
the changelogs from Debian properly in his upload which allowed the
merge to be contrasted with what was done in Debian.
