One minor nit, the Debian BTS submit@ interface doesn't let you apply
usertags for two different users at the time of filing... if you want both
the ubuntu tracking tags and the debian-gcc tags, you have to pick one set
to include at the time the bug is filed, wait for the bug number, and apply
the other set afterwards.
Since this is error-prone and requires you to remember to follow up on the
bug after filing, I would advise you to use the ld-as-needed tag in the
initial bug filing mail since trackability of the actual transition is more
important than making sure Ubuntu gets credit for this small subset of bugs.
