It's binary in the sense that you can only use one at a time. But that
doesn't stop packages from shipping both an upstart and a systemd
control file. I suppose we'll get more and more systemd files through
Debian imports/merges over time, but these don't really hurt us.
Check /lib/systemd/system/ on your natty system -- while upstart is
running this is completely inert. Likewise, systemd doesn't read
/etc/init/.
