Important scheduling information for UDS for track/tech leads

Track/Tech leads,

In order to cut down on the churn in the schedule, we will be
disabling everyone's access to schedule sessions -- from now on if you
want to move/schedule a session you will see Michelle at the
registration desk so we do it all in one place.
