I disagree. Yes there are some known issues with Upstart. I am sure
there will be atleast as many issues with systemd (after all, nobody is
even using it yet). Again, "new" != "superior".

This is a nasty bug, but it does not require a complete rewrite of
Upstart. Indeed, we are currently considering replacing the process
tracking code to resolve this bug.
