Can we fix apport to stop reporting all upgrade bugs against dpkg?

Well, there's this:

But otherwise there's no clear way to reproduce this behaviour of APT.
I tried to break the .deb with a DPkg::Pre-Invoke hook but it's not enough
to get APT to run configure when it should not. Possibly it's something
that is only exhibited by (larger) upgrades.
