$HOME changed by sudo

I noticed this with pbuilder myself.  I opted to just move my
.pbuilderrc to /root.  It would be useful to know if this is an intended
change (which probably should be mentioned/justified in Release Notes)
or a bug (which seems like an important one to get fixed before
release).
