Just as a follow up, while the public bug report hasn't been updated,
I've received at least one assurance that mysql engineers are looking at
this, and believe the ABI incompatibility was inadvertently caused by
the move from autotools to cmake. They'd prefer to keep the ABI
compatible with previous versions rather than bump SONAME.
On a related note, this bug was opened to help clarify the client
exception in the source distribution, since the exception file was
dropped without explanation anywhere else in the tarballs:

I think this leaves us in the same boat.. ship the 5.5 server and
utilities in universe, leave out the client libraries.
