Kicking off the ubuntu-packaging-guide project

This is great.  I've already started working on a branch that integrates my
rest docs on UDD converted from the wiki pages, but I started against Daniel's
+junk branch.  I'll retarget it to this project's trunk and propose a merge
when it's ready.
