Package conflicts

I've recently updated apport so that package installation failures, bugs
tagged apport-package, will now also be tagged 'package-conflict' in the
event that are multiple packages dealing with the same file.  I
additionally went through all the existing apport-package bug reports
and also tagged them 'package-conflict' where appropriate.
