Changing the order of the pages is not possible here.  Keyboard
selection needs to come after timezone selection, as the combination
of the location and the language is used to form the suggestion for
the keyboard layout.

The plan has always been to provided a keyboard indicator to let the
user switch earlier in the process, but this has been deferred to O.

Do note that you can press a key during boot to break into the CD boot
menu.  Doing so will give you an option to set the keyboard and
continue with installation.
