Getting translation packages installed automagically

I wrote a plugin system for aptdaemon only for this purpose on Mvo's
request, see http://packages.python.org/aptdaemon/plugins.html

How fast is the language pack check? Would it significantly slow done
the dependency resolution of transactions?
