It'd be easier to do as a single button (panel applet or whatever) that
got you to click on a window and then did the appropriate things for
that, rather than trying to add a button to each window.  The natural
prototype implementation of this would start with xprop, and it already
gives you a crosshair to click on the window you wanted ...
