Rethinking UDS

If we can get that feedback from the community as well, not just from
Canonical, that would certainly help. OTOH I think that doing even
more decisions before UDS will shift UDS even more from idea gathering
to talking about implementation details. Whether or not this is
desirable is a matter of defining what UDS should be for, of course.
