I'd prefer to see emacs22 removed, and for "aptitude install emacs" to
install "emacs23".  While it can be nice for Emacs Lisp maintainers to
have old copies of emacs around, if it's causing too much trouble for
other packages, it should just go away.

I'm going to look at re-syncing emacs23 with Debian's version this
weekend, or as time permits.
