Default reviewer for Ubuntu merge proposals?

Since there has been no discussion regarding this request, and
nobody else seems to have done it, I've started the first half. Some
recipient of ubuntu-core-reviews@ needs to accept the change, after
which ~ubuntu-dev may be changed.
