Sponsorship Process: unified

Hello everybody,

today we merged ubuntu-universe-sponsors and ubuntu-main-sponsors into
ubuntu-sponsors. In the future it's sufficient to subscribe ubuntu-sponsors.

Changed:
 - http://qa.ubuntu.com/reports/sponsoring/
 - requestsync in ubuntu-dev-tools
 - mailing lists
 - documentation
 - bugs were 'moved over'
 - the new Harvest as soon as it is online

The old sponsoring teams are member of ubuntu-sponsors, so you should
have all the right permissions.
