apache2 not included in ubuntu-server package set

Hi,

While reviewing the ubuntu-server package set I noticed that the apache2
source package wasn't included in it. However apache2 is seeded in a
couple of -server seeds (such as server-ship).

Why is apache2 not included in the ubuntu-server package set? Is the
ubuntu-server package set entirely generated from seeds? What's the
process to get a source package added to the ubuntu-server package set?
