No maintainer scripts (postinst, prerm, etc.) at all? Or no developer
written maintainer scripts?

As the former would also apply to generated maintainer script snippets
from debhelper commands, it would make packaging harder. E.g., not being
able to use rules.tiny from recent debhelper versions as it calls other
dh_* commands behind the scenes which might add a snippet for a
maintainer script.
