Proposing Removal of the Offline Browser Startpage

That's a good point too. The historical reason is that the page was
originally used even if the user was online, before start.ubuntu.com
was established. One solution would be to redesign the page and remove
the links, but I still believe the better and cleaner solution is to
remove the page entirely and rely on the browser's own offline page.
