gnupg missing in build-essential

I've now filed a bug against jetring for the lack of a gnupg build-dep
(bug # on its way).
Does anyone know about what defines Build-Essential in Ubuntu? Should
we fix the presence of the field in Ubuntu's gnupg, or should we fix
Ubuntu's build-essential package to depend on gnupg?
