change != regression.
Just because it's not what it used to be, and not what you want it to be,
doesn't mean it's a regression. I'm not saying it should be one way or the
other, I definitely enable tap-to-click, I'm just saying that your logic
here is flawed. There's a good chance it was intentionally changed because
someone (upsteam, downstream, whoever) thought that it was a saner default.
