About 3 or 4(?) Years ago on IRC I proposed to set up a master archive
server that mirrors can use to sync/download, but not available to the
general public.  (As a reply to several mirrors having issues to sync
properly around "releases", back then.)

In the case of this problem the master server could also give access to
registered developers & testers?
