Two potential issues with that:

* At the moment, there's an assumption that anything in -proposed is
intended to go to -updates once sufficient testing has occurred, or be
deleted if testing fails.

* We could end up in the situation where -proposed is occupied with a

targeted SRU patch against the -release version.
