You should be able to configure that in /etc/PolicyKit/PolicyKit.conf.
(In Karmic, possibly also/instead
/etc/polkit-1/localauthority.conf.d/51-ubuntu-admin.conf; I'm not quite
familiar with the new setup yet.)
