Generated Deltas would be ideal, making sure that mirrors only get full
debs and then having binary deltas generated as they are requested.
Client says "I want 1ubuntu3, I have 1ubuntu2" Server generates 3>4
delta if not already and serve, if client doesn't yet have it installed
or major revision, then provide full package.
But I have no idea how feasible automatic deltas are, workloads on
generating them etc.
