Yeah, totally. The DMB[1] permissions mailing list is public[2] (though it
has only just started moving), but if you want more real-time questions,
it's probably best to join the IRC meetings[3].  Generally, though,
membership to teams is handled by various delegated teams, and following
the application process happens best there, usually.
