Default reviewer for Ubuntu merge proposals?

First, thank you for proposing a default that doesn't land more mail in my 
inbox.

I read in (IIRC) in one of the archive reorg specs that unifying the 
Main/Universe sponsorship processes is a near term work item.  Maybe this 
should get worked out as part of that effort?
