Additional package set questions for the kubuntu set

The akonadi and soprano packages are not technically KDE packages (KDE terms 
them KDE support and encourages non-KDE users to adopt them as they have no 
direct KDE dependencies), but do not have any users outside the set of 
packages that the Kubuntu team maintains.

We have to upload these each cycle in coordination with new upstream releases.  
It would be useful to allow kubuntu-dev who are not also core-dev (we have one 
now) to also upload these packages.  Would it be possible to move them from 
core to kubuntu?
