I don't think one-huge-party will scale anymore, AND everything during
the day will be booked for making Ubuntu rather than keysigning. I
don't think anyone will want to have one at night after a full days
work either.

I think concentrating on new contributors would be a big
bang-for-the-buck. Maybe a bunch of little opportunistic parties over
the course of the week would make sense, something like "after lunch
but before each plenary on every day we'll be signing keys at this
spot"
