"Fix Released" state for changelog closed bugs

Although this would fix most cases, there would be still _some_ dupes coming from users using other mirrors.
But those would of course be much less then the current situation.


One other thing I see as a reflex of this, is that apt-listchanges actually shows the releases even before I can download the actual package, making me think some times that I already have the update, while I dont really have it.
This is specially true for kernel updates, or bumps require manual intervention (aka dist-upgrade)
