"Fix Released" state for changelog closed bugs

Packages are accepted before the builds are queued, so that wouldn't be a
solution. What could work here would be to set the status to Fix Committed, and
to Fix Released once the package is built in all the supported architectures,
but that would need work in Soyuz I guess.
