We've got PPA buildds that seem to be sitting idle a lot of the time
(although we had more, but it seems they've been reallocated - perhaps
they might be repurposed if needed?).  One could surely change it so
that all the idle PPAs build these kinds of things normally, but when a
PPA build request comes along, it takes the next available PPA machine
(ie, automatically goes to the top of the queue).

Just a thought...
