It in some cases, it should be - dbus is listed as starting at S12 and
networking at S40 in /etc/rc.* - however, as nothing in ubuntu-minimal
or ubuntu-standard appears to depend dbus, there is a very real
possibility that it will not be installed. dejavu anyone ?

I think that is the better solution.
