Would it not be more sensible to only start dhcpd when interfaces are
brought up? After all, there is no guarantee that there even is a
physical NIC installed in the system when it boots, but one might be
added later by the user (e.g., via USB or PCMCIA).
Or am I completely misunderstanding what is going on?
