Proposed changes to workflow bug management

There were two or three people in the last couple of months that I know
of. As far as I am aware they were in bugsquad, but not bugcontrol.

This already happens. bugcontrol members can see apport crash reports,
as they are deemed trustworthy enough to see the possibly sensitive
data within.

To answer the first question, yes, it is quite difficult. There are a
few bugs that it is very hard to tell at some points in their
life-cycle.

However, I expect we can cover most of the cases in documentation. 
Whether that is enough depends on the answer to the second question.

Some people have said that they will not be very forgiving of those
who make mistakes in this way. I think that may have been a reaction
to the perceived refusal to change the bug triaging policies. If they
were to change then I hope they would change their mind.
