    While this seems very powerful for both freeze exceptions and
stable release updates, unfortunately launchpad is unable to accept
assignment for a yet unapproved task, and there is no means by which a
member of ~ubuntu-dev may nominate a bug for a release without
simultaneously approving the nomination.
