I did and recommended doing that for "getting stuff off the
really-fix-it list", I just think that we'd do better with a more
fine-grained approach, where we can say more about the state of the
patches and could support more workflows.
You're right though about the "per patch basis" bit.

our experience with Malone and let the Launchpad Bugs Team know how we
use the bug tracker.
