It used to be that anyone making a change such as changing the kernel
version in the Ubuntu seeds had to merge them everywhere (if they were
in a hurry; otherwise they could just wait for the flavour owner to do
it). This is no longer so critical.

I would like to have access to the Xubuntu seeds, though; I still need
to make general seed changes from time to time.

Except that I get a lot of bug mail for inkscape, blender, and the like
that I'm not really interested in. A separate team for the seeds would
be better. I don't know if something similar is the case for
xubuntu-devel, but I wouldn't want to have to get bug mail for all XFCE
packages as well just to be able to edit the Xubuntu seeds occasionally.

(But don't go changing things for Ubuntu Studio straight away; the team
names are unfortunately hardcoded in various bits of software so you
need to coordinate with me.)
