Request: Move xubuntu seeds from ~ubuntu-core-dev/* to ~xubuntu-devel/*

Not really. UbuntuStudio devs are the only people who have access to ubuntustudio seeds, as well as a few others from core like Colin who helped get things properly set up. Creating a new team just to manage seeds sounds sane to me.
