Request: Move xubuntu seeds from ~ubuntu-core-dev/* to ~xubuntu-devel/*

It seems a little bit awkward for ubuntu-core-dev to be a member of
xubuntu-devel, but so long as this team is only used for those branches, I
don't see a problem with it. It probably shouldn't receive any email
notifications, have an emblem, etc.
