Hardy: Time for sync project focus and here is how

So, it turned out that 0.40 packages did not land in time for hardy.
Shipping another Ubuntu release with the 0.19 packages is not really
acceptable, so I propose to ship 0.22 as a stop-gap measure instead.

I have uploaded those packages to Debian unstable over the last two
weeks and just now to Launchpad's debian-opensync PPA:

deb http://ppa.launchpad.net/debian-opensync/ubuntu hardy main

If we don't drown in critical bug reports on those in the next couple of
days, I will try to get a freeze exception for them to have something
barely useable in hardy.

The grand picture is yet to be determined.
