I agree that this makes more sense. It was highly unobvious to me that
the importance of a bug is to measure relative to the whole distribution
instead relative to the package in question until I attended the
relevant bug BoFs at the UDS in Prague.
This might be because I have a debian background where the criticality
of bugs is always measured at package level and maybe because I wasn't
aware of the [0].
I support your proposal because it removes the IMO unobvious semantics
of the 'severity' scale.
