I think changelog entry should document effective changes only.

- From a Debian POV, I think they don't care about our policy but real
changes instead, excluding DebianMaintainerField from changelog will
give an exact picture of what can be merged.

On Ubuntu side, ubuntuX packages *must* adhere to DebianMaintainerField
so we expect to find this change in every package touched by us, having
it listed in changelog is redundant. Even our users don't receive any
surplus, they don't need to know why we changed Maintainer, but rather
who he actually is.
